Advantages and Disadvantages of Electric and gas-powered Motorscooters

The advantages of an electric scooter over a gas scooter: No license, no registration, and no insurance is required for electric scooters with less than 750 watts, and larger ones are classified as mopeds in most states . No gas bills ever. Accellerated payback time given the excellent price and gas savings. Environmentally friendly. An ideal short-distance commuting vehicle.

Disadvantages: Limited range (less than 50 miles, most less than 25), limited speed (20-50 MPH depending on model), recharge time: (4-6 hours)

Advantages and Disadvantages of Electric Motorscooters and mobility scooters.

Advantages: Electric Motorscooters are street legal, can transport rider with cargo significant distances over public roadways at roadway speeds.

Unlike mobility scooters, electric motorscooters require some balance and strength. They cannot be used indoors.

In California, one must be at least 16, and wear a bicycle helmet, but motorized bicycles in this class are exempt from vehicular regulation. Not all law enforcement personnel may be aware of the bicycle status of the electric moped, so it might be wise to be prepared to provide documentation in the form of Federal Regulation HR727.

Federal Regulation HR727, which overrides all stae laws states that an electrically driven bicycle is considered a "bicycle" and the laws of bicycles apply if:

  • The electrically driven bicycle has less than 750 watt motor
  • It as functional pedals
  • The maximum speed is less than 20mph

From the California Department of Motor Vehicles website Motorized Bicycle Electric Motor: Safety and Equipment Requirements:

...A person operating a motorized bicycle is not subject to the provisions of this code relating to financial responsibility, driver's licenses, registration, and license plate requirements, and a motorized bicycle is not a motor vehicle... (See complete entry)
